The Bank of England raised its key interest rates by a quarter point to 4.5 percent, as the fading threat of a recession allowed it to take tougher steps to bring down still-rampant inflation.The BoE said that the U.K. economy had performed more strongly than expected in the early part of the year, leading to a “materially stronger” outlook for demand going forward.
